Though Chevron endorses the Global Sullivan Principles, Chevron believes the ultimate responsibility for protecting human rights rests with governments. Yet, Chevron knows that the Angolan government can’t protect human rights in Cabinda inasmuch as its power over Cabinda is devoid of legal title. So why is Chevron reluctant to endorse the legitimate right of the people of Cabinda to regain political and economic sovereignty, in line with the core values articulated in the tools of international law?
